Canada looking to ban flavored cigars?
The newest target of the anti-tobacco crowd in Canada – at least in advance of the country’s general election on October 14 – is flavored tobacco products, which will certainly include little cigars and perhaps even some handmade cigars.

Canadian Prime Minister Stephen Harper said at a campaign stop last week that he backs proposed new regulations against the sale of flavored tobacco products. According to the Canwest News Service, “The Conservatives have proposed new regulations that would set a minimum package size [of 20] for cigarillos [miniature cigars] to make them less affordable for children.

“The regulations will also prohibit all flavours and additives that would appeal to kids, as well as ban all tobacco ads and promotion in print and electronic media which may viewed and read by youth.”

Anti-tobacco advocates in Canada also note that requiring such items to be sold in packs of 20 would allow for a health warning (a la cigarettes) to be posted on each pack.

Harper’s comments at a news conference were accompanied by a display of items he purchased at a convenience store that he says must be controlled, including Blunt Wrap cigars, Blunt Load cigars and Twinkle little cigars. The most popular brands of flavored cigarillos in Canada are reportedly Prime Time, Colt and Swisher Sweets.

Said Harper, “Today’s announcement isn’t about curtailing freedoms for adults. It’s about blocking tobacco marketing to which children are susceptible.”

That’s hard to know if the flavors to be banned aren’t spelled out. Harper speaks about appeal to children, but hand-made, premium flavored cigars such as Heaven and Tatiana include flavors in their line such as Grape Goddess, Orange Dreamsicle and Strawberry Banana Bliss (Heaven) and cherry, cinnamon, chocolate, rum and many others in the Tatiana line.

Luc Martial, a tobacco-control professional in Canada, has noted that “cigarillos as a cigar product were first introduced in the 1950s while the use of flavors in tobacco dates back more than 100 years in some instances.” Examples of flavors introduced into tobacco products include walnut, in 1895; apple and peach, both in 1905; wild cherry in 1910; strawberry in 1922, butterscotch in 1945, mint and menthol, both in 1971; wild blueberry, also in 1971 and mocha, in 1975. It’s hardly a new concept.

Martial also suggests that if Canadian politicians are so ready to ban flavors in tobacco (used at about 16% of Canadian minors), what about flavorings in alcoholic beverages (consumed by 52% of Canadian teens) such as “Chocolate, Strawberry, Grape, Berry, Raspberry, Blueberry, Cherry, Peach, Orange, Watermelon, Apple, Cinnamon and Vanilla.”
