Buyers fee of 12.5% is additional.” IPCPR getting engaged with the Food & Drug Administration Although the cigar industry did not mount a major lobbying effort against the impossible-to-stop assignment of national tobacco industry oversight to the U.S. Food & Drug Administration through the Family Smoking Prevention and Tobacco Control Act of 2009, all segments are getting organized now. The F.D.A. has asked for public comment through December 28 and will, to some extent, base its regulatory activities on what it hears. So the International Premium Cigar & Pipe Retailers Association (IPCPR) is asking smokeshop owners to get involved, lest the F.D.A. extend – as it has already done with little cigars – its jurisdiction to include cigars, which are not in the bill which gave it oversight powers. IPCPR Legislative Director Chris McCalla is to the point, noting in an e-mail message: Imagine a premium tobacco shop where:McCalla is asking shop owners to send messages to the F.D.A., but individual smokers can as well. Submissions are quite easy via this site and the public-comment period closes on Monday December 28, at 4 p.m. Eastern time. McCalla importantly noted that comments should be polite and short, and that angry, profane or accusatory language is not considered helpful.
